If as part of kitchen renovation works you plan to make internal structural changes such as the removal or addition of a wall you should not need to apply for planning permission. If however you live in a listed building, you will need listed building consent for any significant works whether internal or external.
If you wish to build a new internal wall, remove an internal wall, or form an opening in an internal wall, building regulations will normally apply. The two kinds of internal walls are, load bearing and non-load bearing and would demand different treatment.
